Technologists have excellent science bonuses if you can put them on cold systems, as well as extremely powerful shields and shield penetration. Sophons have nice science bonuses but not amazing, but have insanely fast fleets with good shields / energy damage. However, if you put one as a governor of your high-industry shipbuilding planet, you get a 10% cost reduction on ships, which stacks with a 5% reduction if it's a senator. Scavengers have lackluster governor abilities (but a good bump to Food), with a decent set of fleet abilities, especially defensive. Riftborn get massive science and industry bonuses for Anomalies, and great shield penetration as commanders. As fleet commanders, they have multiple bonuses for invading planets, but otherwise unremarkable. Primitives have excellent Food and Industry bonuses. Lumeris are (obviously) great for generating Dust, especially on hot planets, but also get considerable Industry bonuses. Imperials are the gods of strategic resources, with excellent Industry and Influence bonuses too. Horatio are the gods of luxury resources and have a nice collection of governor abilities, especially for original-population societies. Overseer is the best governor by far, but use them on resource systems.Д¬ravers are about average governors, but as commanders they have rather substantial projectile bonuses.Д®usocials are great governors focusing on Food and Influence, and very poor fleet commanders. Useful as a governor for rebellions/unhappy systems, though. Poor governor.Д¬ounselor is (in my opinion) the weakest class, having lackluster bonuses in both governing and fleet commander. Seeker is a great fleet commander class due to its speed. If you can get two Guardians as senators, most of your diplomatic actions become free. Decent Industry bonuses for governing in a pinch. Guardian is by far the best fleet commander class. Please check the 'Faction Bonuses' and 'Class Bonuses' tabs and see if you agree with my evaluations if you want me to bump any up or down let me know, but the average should stay at around 2.5-3 for each. Please note that the evaluations are extremely subjective, and basically what I did was ballpark the relative value of each faction, then ballpark the relative value of each class, and add them together for each hero.
